• Belgrade, November 2003 - Preparation for “spin off” process and institutional development started at the end of 2003. UN Expert Muriithi Kagai proposed steps for getting autonomy depart from DRC, starting with strategic planning in order to guide the spin off process, revising of the Statute and developing MDF policies, then DRC granting the authority to the Management board, and finally handing over the assets and acquiring of full independence for MDF
• Palic, October 2003, Annual Assembly Meeting of the MDF was held, dedicated to the change of Organizational Structure, Mission and Aims of the MDF. New Statute was adopted with 100% votes and new Board of Management was chosen.
• Belgrade, September 2003 - Micro Development Fund had signed its first implementing contract on crediting with International Committee of the Red Cross (ICRC) in Serbia. According to its Mission MDF created new loan product for extremely poor Internally Displaced Persons from Kosovo (IDPs).
• February - May 2003, MDF conducted “Impact Research”, research about influence of MDF loans on living standards of clients’ households, development of their businesses, as improvement of their employment chances i.e. self-employment.
